These cards were given to landlords of public houses in order to ensure persons convicted of being an habitual drunkard were not served in local pubs. Under section 6 of the Licensing Act of 1903 the Chief Constable could issue such cards. Landlords could be fined if they were convicted of supplying intoxicating liquor to the person on the card within three years of their conviction. It is believed these cards were issued to the New Inn, Dudley Road (at Brierley Hill). c. 1902
